Description of Work Unit

Colorado State University is a land-grant institution with a three-part mission of teaching, research, and outreach. The campus is located in the city of Fort Collins, the county seat of Larimer County. Fort Collins is a progressive community of approximately 156,000 situated 65 miles north of Denver on Interstate 25. Located at an elevation of 5,000 feet, Fort Collins has a clear, dry climate and generally pleasant temperature throughout the year. Position Summary

To provide leadership, guidance, organization, management, and educational opportunities to support volunteer development as part of the CSU Extension 4-H Youth Development team. This person may also be called upon to consult with or provide volunteer training for other Extension programs as appropriate. This individual is expected to possess expertise in principles of volunteer program management and positive youth development with application to participant safety, well-being and overall risk management.

Required Job Qualifications

• Completed Master’s degree required. Degree must be completed prior to beginning employment. Degree(s) may have been awarded in a number of different areas, but must provide a broad and significant understanding of youth development, education, adult education, and/or Extension education.
• Five years’ professional experience in volunteer development and/or management.
• Knowledge of and/or experience in Extension 4-H Youth Development programming and the Land Grant University.
• Demonstrated commitment to and success in working with diverse youth and adult audiences; this may include but is not limited to persistent effort, intentional programming, community engagement, allocation of resources and/or accountability for diversity outcomes.
• Effective communication skills in interpersonal communication; teaching and presenting; the ability to write for both academic and lay audiences; and speak and present in public. Experience using train-the-trainer models as applied to informal education.
• Demonstrated skill working with people as individuals and in groups; ability to forge equitable and successful partnerships with other professionals and organizations, and to work effectively as a member of a multi-disciplinary team.
• Evidence of drive and initiative.
• Demonstrated leadership ability.
• Demonstrated ability to listen to and manage conflicts.
• Demonstrated use of technology in managing and/or delivery of educational programs.
• Must have a valid driver’s license or the ability to obtain a driver’s license or access to a licensed driver by the employment start date.

Preferred Job Qualifications

• Experience or course work in audience-needs-identification, program development, experiential learning and evaluating results of programs.
• Professional work experience in 4-H youth development programming.
• Successful experience in developing financial support for educational programs including grant writing, fund raising, contracting, or cost recovery efforts.
• Experience ensuring compliance for non-profit status of 4-H program.
• Experience in educational program management.
• Ability to speak Spanish.

Essential Duties

Duty/Responsibility

• Provide statewide leadership and strategic planning for the Colorado 4-H Volunteer Development Program.
• Provide guidance to 4-H youth development staff on issues related to risk management, youth protection and volunteer conflict management.
• Provide leadership on positive youth development, experiential learning, essential elements of youth development, child development and other guidance for effective 4-H program delivery.
• Provide leadership on IRS tax exempt status, group exemption issues, state chartering and reporting issues for 4-H clubs and affiliated groups.
• Serve as primary contact with CSU Human Resources related to background checks for all Extension volunteers. Assess criminal and driving records in consultation with Human Resources staff to make decisions about restrictions/exclusions of potential volunteers.
• Provide leadership and co-chair the 4-H volunteer development work team to support state-wide program development delivery and evaluation efforts.
• This person may also be called upon to consult with or provide volunteer training for other Extension programs as appropriate.
• Deliver non-formal teaching materials, seminars, workshops, meetings, and demonstrations to targeted audiences (adults and youth).
• Evaluate and document expected results and impacts of educational programs on targeted audiences.
• Provide leadership, strategic planning and oversight for orientation and training to enhance volunteer recruitment and development opportunities.
• Develop and provide oversight for volunteer orientation and training.

• Establish strong working relationships with 4-H specialists and state 4-H administrative team.
• Establish and maintain relationships with Extension agents, other specialists, and campus faculty to provide support to all Extension program areas on the principles and best practices for creating a volunteer oriented program and managing volunteers.
• Work directly with volunteers who serve in state 4-H volunteer roles, including serving on committees and as chaperones for state and national events.
• Collaborate with western states’ 4-H Volunteer Specialists and volunteer contacts on national and regional issues.
• Build collaborative relationships within the CSU community and others agencies and organizations to support 4-H Youth Development program delivery.
