ORGANIZATION
CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. LOCATION
Vandenberg Air Force Base is a 98,400 acre base located approximately 9 miles northwest of Lompoc, California. Vandenberg AFB is a Department of Defense space and missile testing base, with a mission of placing satellites into polar orbit from the West Coast using expendable boosters. Vandenberg is located on California’s “Central Coast”. The 150 square mile area midway between San Francisco and Los Angeles is surrounded by the Santa Ynez Mountains, the Pacific shore, and ranches of northern Santa Barbara and San Luis Obispo Counties. The land here juts further into the Pacific than any point in California, receiving moderate rainfall, daily fog and no snow. The hills are green in winter and turn a burnished gold in summer.

Position Summary

One Supervisory Fire Operations Technician position is available with the Center for Environmental Management of Military Lands. The incumbent will be an Assistant Module Lead of a six-person Interagency Wildland Fire Support Module (WSM) for the U.S. Air Force Wildland Fire Center. WSM is responsible for executing prescribed fire projects, mechanical fuel treatments, and assisting with wildfire suppression on numerous Air Force installations within the area of responsibility. This is a grass roots project which will require significant coordination and planning initially. This position is located at Vandenberg AFB, CA.

This position requires work on active military training ranges with potential risk for unexploded ordnance and other related hazards. In addition, regular travel (up to 15 weeks per year) to other Air Force installations to perform similar tasks throughout the area of responsibility is required.

Required Job Qualifications

The successful candidate must be eligible to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.

  • High School diploma, General Education (GED), or equivalent required.
  • Knowledge and experience in prescribed fire operations, including burning techniques, fuels inventory, preparation of burn plans, prescriptions, firing procedures, holding strategies and site rehabilitation; and the effects of wildland fire management and fire suppression activities and how they affect natural and cultural resources. Prior wildland fire experience is a mandatory requirement.
  • Knowledge and skill in care, maintenance, and utilization of wildland fire suppression and prescribed fire and fuels treatments equipment.
  • The successful candidate must have or be able to obtain a driver’s license and a Class B commercial driver’s license within 6 months of employment
  • Meet requirements for the National Wildfire Coordinating Group (NWCG) standards for RXB2 and ICT4, which includes an annual pack test at arduous level and fire line refresher (maintained annually).
Preferred Job Qualifications
  • Degree in natural resource management or related field.
  • Currently qualified as Helicopter Crew Member (HECM) and/or Helicopter Manager (HMGB).
  • Experience managing moderate complexity fire programs with numerous competing objectives.
  • Interagency coordination and module experience.
  • Heavy equipment and or agricultural operation and maintenance experience.
  • Experience working in highly structured organizations, such as governmental agencies, the military or corporations, with established lines of authority, procedures and protocols.
  • Experience with ArcGIS, GPS mapping and compiling field data.

  • Primary responsibilities of the position are preparing and execution of prescribed fire plans, fire effects, manual and mechanical hazardous fuels treatments. The incumbent also conducts field surveys to determine the location of hazardous fuel conditions.
  • Assists Module Lead in developing work plans for prescribed fire and mechanical fuel projects, managing crew availability and readiness, managing fire cache, and reporting documentation.
  • Coordinates with Air Force Installation staff to ensure wildland fire program objectives and goals are being met in accordance with Integrated Natural Resource Management Plan.
  • Participates in drafting prescribed fire/fuels management plans following the interagency template. This involves reviewing fuel treatment alternatives and may include preparing segments of a plan to support objectives of the fire management program.
  • Prepares and reviews plans and or plan components such as annual operating plans, training plans, fire suppression plans, safety plans, and individual projects plans.

  • Serves on prescribed fire and fuels projects in positions for which qualified. Technically administers all aspects of the prescribed fire/fuels plan, ensuring that preparation, ignition, holding, mop-up, and rehabilitation are completed to the specified standards.
  • During the implementation of prescribed fires plans, fuels projects, and wildfire response plans, monitors fire behavior, evaluates fire effects, identifies potential problems and makes recommendations.
  • Supports wildfire suppression efforts in initial attack and in follow-up actions to safely and effectively control wildfires in accordance with the identified appropriate management response.
  • Operates/maintains a variety of motor vehicles to transport equipment, supplies, crew members, etc.
  • Uses/maintains specialized equipment to support firing operations and suppression activities such as ATVs, UTV’s, engines, bulldozers, masticators, farm tractors, chainsaws, firing devices, etc.
  • Must meet and maintain National Wildfire Coordinating Group (NWCG) standards.
