Description of Work Unit

Business and Financial Services exists to maintain and improve the processes which protect the financial integrity of Colorado State University to provide periodic financial information to various users, to support University financial system users, to monitor transaction flow to assure compliance with Federal, State and University laws, regulations and policies, to analyze and interpret financial data as part of the overall control of University fiscal goals and concerns, and to formulate financial statements and reports in accordance with applicable laws and regulations.

Position Summary

Colorado State University seeks applications and nominations for the position of Cost Accountant, a position reporting to Business and Financial Services Cost Manager. This position maintains and improves the direct/indirect cost allocation for the protection of the financial integrity of the University. Responsibilities include the preparation of the annual Fringe Rate calculation, assisting in the development of the Facilities and Administrative (F&A) proposal and rate agreement, and preparation of monthly and annual reports and reconciliations.

Required Job Qualifications
  • Bachelor’s degree in Accounting or Finance
  • Demonstrated proficiency with Microsoft Excel
  • Strong problem solving experience
  • Excellent written communication skills as demonstrated through application materials and experience
  • The successful candidate must be legally eligible to work in the U.S. by proposed start date; Business and Financial Services will not provide visa sponsorship for this position.
Preferred Job Qualifications
  • Professional experience in accounting or finance
  • Experience with computer databases such as Microsoft Access and Oracle
  • Evidence of strong organizational skills
  • Understanding of cost accounting principles and the ability to interpret and apply University, State and Federal guidelines such as 2 CFR 200 and A-21
  • Experience with University systems including Kuali Financial System, Kuali Capital Asset Management Module, and Jasper Reports
  • Evidence of being a proven team player and individual contributor

  • Assist the Manager of Cost Accounting in developing the Facilities and Administrative (F&A) proposal and rate agreement
  • Prepare the annual Fringe Rate calculation
  • Prepare and analyze monthly and annual reports and reconciliations
  • Prepare, maintain and reconcile asset transactions for Recharge Centers
  • Ensure that all journal entries, work papers, reports and work processes are thoroughly documented and that proper files are maintained in accordance with the University’s record retention policies
  • Interpret 2 CFR 200 guidance for Indirect Cost rate compliance
  • Determine appropriateness and allow ability of current and/or proposed activities providing direction and insight on policies and regulations that may apply

  • Confirm accounting information is properly reflected in the University’s financial system of record
  • Review business plans and billing rates for accounts that charge internally and externally
  • Update and create financial policies for Cost Accounting
  • Annually update all manuals and work process documentation related to this position
  • Assist with annual financial statement worksheets and audit requests for the University’s State reporting exhibits and financial statement work papers

  • Create, maintain and run monthly and annual reports
  • Analyze reports to ensure proper compliance with the University Rules and Policies and communicating to management any changes that need to take place
  • Monitor recharge centers to ensure charges to sponsored agreements are in compliance with approved billing rates and the Uniformed Guidance
  • Work with Cost Accounting manager and other areas within BFS on special projects, reconciliations and other duties as assigned
